Rep. Owens Announces Key D.C. Staff Changes

WASHINGTON – Representative Burgess Owens (UT-04) has announced several key changes in staff leadership. The office is proud to welcome Lee Lonsberry as the new Chief of Staff and Devon Murphy as the Legislative Director, as well as announcing promotions for Emma Hall and Kalyn Swihart.

Lee Lonsberry brings a breadth of experience to the Owens office, having previously served as the Director of Communications in the office of Senator Mike Lee (R-UT). Prior to his role with Senator Lee, Lonsberry hosted a successful radio talk show on KSL Newsradio and served as Director of Communications for former Rep. Rob Bishop for many years.

Taking on the role of Legislative Director is Devon Murphy, who will assume his new position on July 11, following the conclusion of his current duties as Senior Policy Advisor for Rep. Blake Moore (UT-01). Murphy has previously served in the office of retired Rep. Rob Bishop as a Military Legislative Assistant and is a respected veteran of the Utah Army National Guard. Given his experience and energy, Murphy is uniquely qualified to lead the legislative team.

Emma Hall, who has served as Communications Director since Rep. Owens took office, will be promoted to Deputy Chief of Staff. In this expanded role, Hall will continue her successful work in communications, amplifying Rep. Owens’ voice and ensuring that his message is effectively delivered to Utah’s Fourth Congressional District and the nation.

Kalyn Swihart will be promoted to the role of Senior Legislative Assistant, having proven her capabilities as a Legislative Assistant since September 2022. Swihart has supported Rep. Owens by leading significant legislative efforts, including the recent introduction of the DCA Act of 2023.
